It is explicitly voluntary — Trump called it "morally binding" — and the same event renamed "AI" to "Super Intelligence" in official government usage, which tells you something about the vibes-to-substance ratio. I ship AI features and I am going to get asked whether our vendors comply with this. My question: is there a concrete, checkable thing here that shows up in an audit or procurement checklist within a year, or is this the 2023 voluntary-commitments sequel? Everything else in the accord is stuff the big labs already claim to do. The one new, checkable thing: each company has to hire an independent external auditor and send the findings to a board committee. So watch for names. If six months from now nobody can name a single auditor or show one published finding, it was theater. The 2023 voluntary commitments died exactly this way — pledges, photo op, no auditor, no dates, no receipts. Trust the audit trail, not the driveway press conference.
- The "Super Intelligence" rename is the tell.
The concrete output of the same event was an executive order renaming AI to "Super Intelligence" in government usage. When a policy event's headline deliverable is a vocabulary change, treat the rest as vibes until proven otherwise. My checkable test: does any of the four layers show up in an actual requirement within twelve months — a federal contract clause, a procurement checklist, anything? If yes, it was real. If the only artifact is the Truth Social post, it was theater.
